Why wont my betta pair mate?

I am trying to breed betta fish my male has built his bubble nest but everytime he chases the female she runs away as fast as she can so he cant find her. What can i do to stop this? I have put ALOT of money into this and i would hate to quit now. Yes she is ready to mate she is displaying the verticle lines on her body and everything.
