Waiter flirting with me....?

Okay so I was eating out with my family the other night and we got a good looking male waiter. So when he was telling us his name he was looking right at me like he was just talking to me, then when he was taking my order he looked right into my eye and when I said what I wanted he didn't look away to write it down for a few seconds. Also through the entire dinner he was asking how everything was but JUST me it was really weird. Was he flirting with me or something?? I'm only 15 but people always ask me if im graduating or something and this guy was in his 20s.
