Tipping a waiter/waitress?

My parents know a waitress who says that at Applebee's, all tips get placed in a pot and are distributed among wait staff, busboys, and hostesses. I NEVER tip based on percent, only on service, so when I tip, I want to be sure that my server gets what I want them to have. Do waiters and waitresses actually get to keep what I give them?
