Definitely not legal, imagine if he did this for everyone then it wouldn't seem so insignificant. When you buy food it's a form of contract (or invitation to treat). As part of that contract it is implied that you receive your full amount of change. Talk to the manager and demand compensation (may be pushing it a little but you could give negotiation a try).
